- Coordinating and managing the Procurement Service, the Catering Service and the Estate Service while acting as the first line of contact;
- Managing resources and the software implantation launch, ensuring on-time and under-budget delivery while simultaneously making project adjustments to meet the manager’s changing needs;
- Managing various end-to-end IT project lifecycles, overseeing operations, highlighting areas of concern and expediting corrective measures to align work efforts with established organisational mission and vision, managing changes;
- Performing acquisition resource planning and allocation, anticipating and planning for future demands;
- Providing service support planning and operations;
- Contributing to C2 programmes by improving organization processes;
- Defining, quantifying and costing services;
- Standardizing and refining service delivery processes;
- Collaborating and strategizing with internal stakeholders, vendors and clients to ensure timely completion of projects and deliverables while adhering to strict regulatory compliance as a part of account management;
- Encouraging collaboration between Service Delivery entities;
- Defining and tracking service performance control (KPIs, performance targets);
- Managing complex projects and providing business administration regarding developing and implementing strategy, communication, sustainable management of the network, including administration, public procurement, finance and human resources, with approximately 149 staff;
- Evaluating implementation and progress of the project;
- Processing various requests, inquiries, while liaising with both civilian and military stakeholders, especially the HR department;
- Enforcing adequate controls over improving applicable project management standards, processes and collateral documentation, tender documentations and competently advising on relevant matters;
- Provisioning of day-to-day advice on financial matters, such as procurement, internal control, and chart of accounts, preparing and maintaining detailed budgets;
- Initiating and supervising implementation of quality assurance, training, development and organizational design and development policies in line with the strategic objectives of the organization;
- Providing reports, statistics, trends and proposals to account for impacts and to formulate workable effective recommendations, solutions, or to draw conclusions;
- Compiling, researching and analysing critical business information integral to company’s performance and crafting strategic business plans in harmony with available resources, developing policies and conducting institutional planning with DOTMLPF-P Analysis;
- Analysing, controlling and supporting project decision making using MS EPM toolset and MS SharePoint;
- Developing and managing projects in MS Project, MS Dynamics AX (Axapta) and SAP, using also MS Excel and MS Access;
- Utilizing computer-based planning tools such as MS Outlook 365, MS Teams and Google apps;
- Training and developing all team members significantly adding to their skill sets, expertise and professional development;
- Educating staff regarding company policies and procedures together with safe work practice within personnel management;
- Ensuring Managers and Advisers to receive advice and support in all areas related to the Quality Management, as well as senior staff and military POCs to receive advice and support in all areas related to the work of the administration department;
- Ensuring complete documentation and project delivery to cater for the flexible needs of the Headquarters;
- Providing innovative solutions, from a cost-benefits project specific perspective to social welfare point of view, as well as with concern for the building and knowledge acquisition of the Estonian Defence Forces;
- Designing, developing and implementing strategic plans in compliance with time and budget constraints;
- Delivering all projects with and through a team of highly competent professionals;
- Resolving cross-directorate-related issues and ensuring that all such issues are tracked and addressed with the appropriate sense of urgency;
- Maintaining a database for the three service departments in both a local HR & Administration system and SAP;
- Ensuring HR Advisers to receive advice and support in all areas related to the Talent Management within personnel management;
- Delivering monthly and ad hoc reports including detailed commentary to various managers within personnel management;
- Oversighting of Internal and External reporting;
- Managing large complex in different departments with approximately 149 staff.
